PARTY COUNCIL REPORT

Since our last congress held on October 24th, 2004, significant political and social developments as well as many environmental and socio-economic problems have occurred.

Considering the time that passed since our last congress on the matter of international relations, as marked in our 8th Congress, a tragic battle continues in all forms of terrorism which stem from out-of-state, state supported or de facto state leading and which have harmful results on civilians.

The threats that we had pointed out have occurred and their results have enduring effects on the whole world.

The Middle East

The interventions by the US and its allies, which were initiated with the claim of rearrangement of the Middle East by force and weapons, had no other consequences but more blood and tears for many regions of the Middle East. Israel being supported by the above in all matters, led to new crises with its aggression. The conflicts persist in Iraq, Lebanon, Palestine and Afghanistan while attacks directed towards Syria and Iran are on the agenda.

The Palestine problem persists as well. Although there are people in Israel thinking of withdrawal from the occupied Golan Highs, Syria is expected to make a move. Therefore, the basis of their politics is a stubborn idea declaring “I won’t give unless I get.” The fact that Israel couldn’t overthrow Hezbollah’s resistance by attacking Lebanon was thought to have a consequence of limiting Israel’s actions, but there is no sign of such a restriction.

Hamas whose acts are parallel to those of Hezbollah was regarded to be successful, but its conflicts with Al-Fatah, which couldn’t accept its removal from the government and for which there are many charges of corruption, caused an increase in Palestinians’ suffering. The newly established unity government is still hoping to resolve these problems however the Zionist pressure and force continues to create problems to the improvement.

Our party, as it is opposed basically to all armed solutions, supports peaceful and anti-militarist efforts and doesn’t accept the use of arms except for defensive purposes. Anaesthetizing people by discourse of terror as well as making continuous lootings and pillages in front of these confused people are continuing facts. It results in looters’ valorous acts not to resolve the problems and to wait for a resolution. The Middle East is in this trap. Since Al-Fatah accepts the Israeli existence, it is accused of treachery and selling of the national and sacred interests by Hamas. However, Hamas also has problems with neighbouring Arab states because of its relationships with the Muslim Brothers in Egypt. Again, Al-Fatah has problems with the Palestinians because of corruption during the time it was in government. Even if Israel stands aside, it is realized that the conflicts between these groups will not end.

YKP opposes every discriminatory and racist idea and therefore it is against Zionism and expansionism in its soul. It is also against fundamentalist thoughts among Palestinians. YKP is therefore determined to continuously being in solidarity and making collective struggle with the progressives supporting a just peace against the occupation in the Middle East and against the armed forces targeted at civilians, and is also determined to making every effort to help the injured in the Middle East.

Iraq and Afghanistan are struggling with serious problems under the occupation of the US and its allies. Iraq is virtually split into pieces, but these pieces still seem to defend Iraq’s territorial integrity. Iraqi Kurds don’t disguise that a separate state is their ultimate preference and that their acceptances today are just because of unsuitable conditions. By the way, the person taking over the presidency is the head of a Kurdish region. Shiites don’t support a separate state but Iraq’s territorial integrity and they would like to use their majority rights for that integrity. On the other hand, Sunnis were shocked of losing their superiority by giving to all equal rights of voting and therefore they started to establish the roots of terrorism against the US. Al Qaeda makes use of the Sunnis as a source to make guerrilla war both against the US and the civilization as a whole. The normalization of Iraq is a process that will begin with the military withdrawal of the US from the region and by cutting its support with Israel’s aggressive politics. However, the US still continues to threaten Iran and Syria with the use of force and it clears the ground for new force cycles. The conflicts have spread to Sub-Saharan Africa. The conflicts in Somali and Sudan will bring on new ones. It is highly probable that the imperialist struggle of sharing which is waged for the control over precious underground and surface resources, like water and petroleum, would spread into the other continents.

The so called US-based Greater Middle East Project, or other wars of sharing named differently, would continue to keep the Middle East and other places of the world unstable. Therefore, struggling against wars makes sense for Cyprus as well. The US and its ally, the UK, make use of Cypriot military bases, installations and the island’s natural geographical position for military purposes, and the administrations in Cyprus continue to work alongside with them. Remembering its colonies of Lebanon and Syria, France makes military agreements with Cyprus. These developments are all a matter of concern. In order to act against such collaborations, Cypriots should raise the struggle against war both on global and local scale, and should initiate campaigns concerning the closure of English military bases and all foreign installations within the framework of that struggle.

Latin America

The alternative administrations emerging in Latin America have many advantages and disadvantages together. Along with Cuba, the central leftist administrations of Brazil, Chile, Uruguay and Nicaragua, with the leftist governments of Venezuela and Bolivia appearing, social movements including the unemployed, natives, peasants and landless people grew stronger in various countries. However, all of these don’t yet mean that everything is all right there. Latin America is a source of hope for many people and gives enthusiasm to them. Coming from a place that it is a backyard of the US should be greeted positively, but we hope that all of them would have progressive, libertarian, democratic and leftist governments. We know some Latin American countries are ambitious for that struggle, and our sympathy and solidarity with these struggles will continue.

Neo-liberalism

The opposition driven by social movements taking collective action on a global scale, is held against foreign policies based especially on armed resolutions imposed by Neo-cons and against socio-economic practices referred to as neo-liberalism by monetarist capitalists who were made famous by Reagan and Thatcher. Being imposed by institutions like the World Trade Organization (WTO), IMF and World Bank today, these practices were put in action by several regional agreements and continue with global multilateral agreements now. South America became a model for strugglers who use democracy that Neo-cons also declared they are subjected to. Neo-liberalism is also questioned in advanced countries and the destruction of such an economic and social policy which is a reflection of a perception unsuitable with personal dignity became a matter of discussion.

The problem of advanced countries is whether they will lose their international commercial competitiveness if they follow a different economic policy, because even some leftist parties, believing that socialism are defeated, transformed socialism into a social rights struggle within capitalism. The biggest foreign policy strategy on a global scale is to create areas like free trade and customs union areas and to impose an opportunity of a more free foreign trade with the rest of the world by means of IMF and World Bank. In other words, what is demanded for is to eliminate the right to take regional measures in one region in an attempt to overcome worldwide disparities. The only exception is the EU’s model of becoming a customs, monetary and economic union area that includes overcoming disparities in itself, free circulation of capital and labour, and measures taken to overcome welfare differences between regions and to consolidate them. However, this exception serves nothing to the world, because it submits to the economic and political hegemony of the US. Therefore, it only serves its member countries, but while doing this, it bereaves underdeveloped countries’ chance to follow their own ways.

EU has cut off social rights within itself in order to compete with the US and it still keeps on doing that. It strives with foreign labour from out of EU while it threatens its workers with their competition and extorts its workers’ social rights in this way. Thus, it cuts off their social rights while it allows free circulation of capital needed to increase its welfare. It achieves that by objection to free circulation of labour. It forces its workers to oppose foreign labour under these circumstances and free movement of labour in parallel with free movement of capital. Ironically oppose free movement of labour even in EU.

Socialism and Anti-capitalist Struggle

YKP keeps alive its solidarity and co-struggle with the other leftist forces which support a labour-oriented peace militantly, protect nature, object to all types of discrimination and ask for a social, labour-sided, another Europe.

Neo-liberals establish small wealthy areas in underdeveloped countries by means of free circulation of capital, and in that way, they advertise in these countries about free circulation of capital and the conditions of free circulation. However, these cases just increase the profits of international capital. Overproduction harms the eco-system, yet underdeveloped countries with very limited efficiency can’t take restrictive measures against them or do not prefer to take restrictive measures in fear of losing their competitiveness and foreign capital. Developed countries also take no measure in order to compete with other developed countries and the newly emerging capitalist countries that increase their production with the help of foreign capital and that begin to subsist on foreign trade.

The US and other developed countries either observe world pollution by sending satellites to the space while estimating what will happen to themselves, or think about how they will rescue themselves even in these circumstances. However, they also protect capital aiming to create richer customers who have high purchasing power in order to gain more profit. That is, they apply a cat-and-mouse policy.

Being an enemy of the whole humankind, neo-liberal practices create reactions among the people of all countries, whether they are developed or underdeveloped. The World Social Forum is an example. YKP acts as a part of that forum, participates in its local and regional activities and tries to apply its common decisions in the Cyprus geography. Amnesty International, Greenpeace, Corruption International, UN High Commissioner for Refugees (UNHCR), UNESCO and other organizations are the ones that YKP is interested in and whose campaigns are supported by YKP in an attempt to assist.

This struggle should lead to victory. YKP believes that this struggle will succeed upon the world’s transition to socialism at the final point and sees it as unavoidable. Though, YKP raises its struggle against discrimination, for social and economic rights as well as for a more livable and green earth without putting back its claims and calls for it “right now”.

Against the arguments that capitalism protects social rights and ecology because of the supposedly control of the state, socialism questions capitalism, whose only goal is making profit and asks how supranational capitalists, who are stronger than states now, will be controlled. Today, capitalists seem to support the socialist idea by calling for “minimizing the state”. However, socialism anticipates public initiatives that will compete with private capital everywhere and control it by economic means while minimizing the state –and anticipates eliminating it in the final analysis. These initiatives might be local administrations, public companies, cooperatives, unions applying state and university projects in accordance with the control of state investment decisions, and institutions that create organic links and accumulate capital. YKP stresses again that these applications have been insufficient / have never existed in old regimes calling themselves socialist. According to the leftist conception of YKP, the administration should be self-administrative, the whole administrative structure should be formed with democratic participation and all types of organization should be from bottom up.

YKP considers that it should implement the practices providing the matters expressed above and struggles for making them existent from now on.

Against the submissive reasoning of some leftists supporting privatizations, those who really represent the left is the leftists acting with a passion of building a healthy family of public sector.

The period of politically motivated services of international organizations like the IMF and the World Bank for monetarist economy and the harmful effects of those actions that are propagated by the increase global of foreign trade are all on the edge of completion. The UK decided to stop subsidizing by way of the World Bank to protest against this policy. It is fundamental to establish a democracy in the world, so imposing economic policies should end. The only acceptable precondition of foreign financial aids is fighting with corruption. The exploitation of public and national sources upon local corruption is more important than capitalist exploitation and it sustains capitalist exploitation, therefore it should be precluded.

It is supposedly forbidden to intervene in the internal affairs of the states, but this intervention is continuously made everywhere. According to YKP, not intervening in the internal affairs does not involve human rights, ecology and the struggle against corruption. It considers every individual to be protected no matter where he/she is and supports international solidarity.


Cyprus

Considering the developments in Cyprus in last two years;

After the referendum following the peace campaign, a process of giving up that campaign began. The behavioural change (as foreseen and forewarned by YKP) of CTP who was leading the peace campaign through its majority created disappointment. The members of CTP in mass organizations made every effort to create disappointment and succeeded in doing it. Nobody showed himself/herself up for leadership within the society lacking self-confidence. Consequently, Turkish Cypriots withdrew within themselves. Surveys also showed the results of that situation. However, since the Cyprus problem continues to affect international politics, statements about requesting for solutions or assisting in finding solutions were made continuously.

The EU couldn’t solve the problems of the state established after the Turkish occupation in Northern Cyprus that is now a part of one of its member countries and it couldn’t eliminate unnecessary isolations imposed on its new citizens, the Turkish Cypriots, and generally on residents living in the north, therefore it became a matter of discomfort.

A Green Line Regulation was made. However, the parties didn’t support its application. The Greek Cypriots approved it not to be seen as if the Republic of Cyprus blocked EU policies while they claimed that this would mean an indirect recognition of TRNC and they laid down some conditions unacceptable for Turkish Cypriots. On the other hand, the Turkish Cypriots denied the conditions approved by EU making an assertion that this would show them as a satellite of the Greek Cypriot administration.

In this manner, Turkey ordered that “even a single potato won’t go out of Limassol” following “even a single orange won’t be exported from Limassol” and the Talat government obeyed. The EU sent officials and got them to mark the citrus and the potatoes that are exportable. Then, the government gave export permits and determined an export premium, but the government’s Land Products’ Organisation (TUK) didn’t deliver products to the traders. A fake demonstration was used as an excuse. The EU spent time and money in vain.

After a quick disclosure of the lies that were told because of the assumption that there would be no other choice for people in the referendum, the idea of peace was made fun of. Sayings like “what about the removal of our restrictions” or “yes be annem” began to be afloat. Since the Turkish Cypriots were given nonsense promises by people, most of who are still in the administration, none of the following discussed during referendum:

  1. the value of making an agreement of peace,
  2. the impossibility of dividing a country into two parts by force of arms and bringing about two states,
  3. the unacceptability of forbidding people’s return to their home upon the completion of war, mean while transferring foreign population to occupied regions,
  4. the preconditions of setting up mutual understanding indispensable for a federal solution,
  5. the difficulty of the Greek Cypriots’ agreement on federation as long as Turkey controls the north,
  6. the importance of the Turkish population in the north of Cyprus being a barrier of the agreement, and
  7. the fact that nobody in a member country of EU can say “I don’t accept anybody of that ethnic group in my neighbourhood.

There was no permission to discuss the matters above and, eventually, it led to under the influence of people who call them more European than European but living in others property using the others property and claim that the “others” can’t live with themselves.

The whole Cyprus is within the boundaries of EU. Every Cypriot, everyone who has or holds the right to have an identity card of The Republic of Cyprus is an EU citizen. However, the idea of EU has become apart. No other of the new member states has such a public opinion that is so distant to the EU idea. The Greek Cypriots have clearly announced that they wanted to join EU for political purposes. Beginning to be under the influence of the opposition’s EU campaigns, the Turkish Cypriots haven’t deepen the questions by reasoning that if it isn’t allowed to solve the Cyprus problem Turkey’s membership will be impossible. That reasoning has been accompanied by the state’s propaganda (both from the deep state and the open) and the impossibility of keeping ethnic discrimination has been concealed by calling that such things are possible in federations.

Since most of the member states of EU are federations, if the EU wasn’t understood, the EU membership would give an opportunity to propagandas that support the continuation of ethnic discrimination and as a matter of fact it did.

After that, some speeches were delivered about the disappearing of the status quo. When the government was established by some people described as a force united with CTP, associated with their coming into the government, it was understood that they have nothing to do with the EU idea and they don’t allow people to know the facts.

YKP has expressed CTP’s position and hiding of that position for a long time. Owing to partisanship together with an opinion of “everything is permissible for the party’s interests”, the people didn’t believe YKP and hoped for help from CTP. Our warnings weren’t taken into consideration.

It isn’t peculiar to Cyprus that the word politician has a bad reputation among people and politicians are believed to fool people or mislead them. Nevertheless, it seems as if that situation gains more emphasis here. Thus, YKP always tried to explain the fallacies here and wanted to warn people with its statements. The people are confronted with the truths everyday and have the opportunity to know them if they want. There are many party members. CTP had its congress a few months ago. Thousands of members and sympathizers attended those gatherings and set up a new CTP board for the next period. However, it’s evident that the attendees had no chance to change the board and that a change was prevented by delegates’ manipulation and factions in the party. If it was not possible to weed the party submitted to delegates’ manipulations, the only choice was sharing party critiques with the public and then leaving. However, that choice wasn’t applied by a significant amount of people and it shows that it is not a problem of parties, but of society.

If our people are tired of being fooled, the solution is in their hands. If someone becomes a part of a faction in a party, goes into parliament and tries to take advantage of government, the answer is cleaning factions in solidarity with other disappointed people or joining in another party or establishing a new party.

Our people define themselves as leftist or rightist; explain leaving their party as betrayal against left or right and they find excuses for their party’s faults. They say, “if you become a part of the government or just go into the parliament, you also see the necessity to act like them. So what? Do you want us to make trouble and then let UBP run over us?”

Today’s running over is already unbearable for some. The events that occurred during this administration are the beating of Ercan (Timbu) Airport demonstrators by the special team, humiliation of strikers, continuous threatening of demonstrators by themselves and their satellites in press, firing of municipal employees with whom a collective agreement was made, continuous non-unionization in private sector and threatening of people requesting organized action. There were similar events occurring during the UBP administration.

YKP issues a weekly newspaper and mentions in it how the money collected from the public is plundered and how the practices of humiliating people are increasingly carried on in governmental units. It also expresses that the deputies ignore these warnings and they clear budgetary expenses of 5-6 years in one session. The course of action of these people brings about great disappointment. It isn’t a matter of they are replaced by UBP. If people are left in a no-win situation, choosing none of the imposed sides will show the presence of people having no concern with this complicity and still there is hope. Hope is a very important factor for the struggle and keeping in struggle in times of decreasing hope is specific to the conscious parties like YKP.

Our struggle continues in every front. Some people charge us for making much of the Cyprus problem and ignoring other problems. Thus, they say, “the Cyprus problem won’t be resolved as long as people like Papadopoulos remain in power, so let’s block UBP for other problems.” Previously, they said, “let’s overthrow UBP, because it is the main problem.” And after that, they said, “Denktas is the main problem, so there will be no development unless he is overthrown.” They always attempt to fool the public by fake.

Today, some people began to appear saying “they will be exposed, so the left must join together and be ready.” Some parties, who recently separated and united again during the election time and separated again after being unsuccessful in the elections, come together once more and present themselves as a source of hope. It is nothing but an absolute deception. YKP believes that there is no need to be under one umbrella of a party for a unity in the left. It believes in a collaboration and alliance in the left within the framework of practical issues by evaluating every condition within itself. Therefore, it questions the history of the organizations and groups with which it will potentially collaborate and it deeply evaluates their intentions. Being ready for all sorts of struggles and for all costs, YKP takes a decision of participation after negotiating with its related organs if it believes the alliance’s sincerity.

What is discussed today is a leader party, a new leader and so on. Nobody has the courage of telling YKP about getting strong through unification. The reason is that the views of YKP are too heavy for them to carry on. They call themselves leftist but they don’t adopt internationalist ideas of the left. They supposedly take the responsibilities of the left but they don’t need to know about the necessities of contemporary civilization and merit system. They endlessly talk about the flag, the country and the nation so that nobody can argue against them but they think they can still call themselves leftist!

It may be shrewd to tell the exact opposite of their views since they abstain from the public, but it has nothing to do with leftism. It may open the doors of government, but they can’t come to power even if they want without the conscious support of the people. They said, “We came to government but we didn’t come to power.” However, they can’t come to government as well, because they can’t govern anything.

The fact of recognizing people as a thick-headed crowd is the result of people’s fault. They should refrain from laying off the support for the ones who are under attack for telling the truth, believing that the people won’t support them. Let the people take their decision.

YKP has the sympathy of its people. It waits for their support. It behaves in that knowledge in all its activities. It tries to give people the evidence which show they have a great political power. However, all other parties and all media organs except Yenicag Newspaper move conversely by making statements adorned with blessings. Some opposition newspapers support that idea saying “Everything depends on the US and UK’s game. They made us dependent on Turkey and helpless.” It is necessary to know the power of the US and UK as well as to understand and explain the way of independence from Turkey. YKP explains the roots of weaknesses of those powerful states swamped in Iraq. It will be a good lesson for the future to see Iraq’s situation while they go back leaving great destruction behind without achieving anything they wanted to.

If Cypriots give up defending others’ interests instead of their country and for the unification of their country realize the essence of winning each other’s confidence, outside intervention will decrease a lot and Cyprus will then see happiness. The barriers to this are the disagreements between us stemming from being after insignificant interests.

The Cyprus problem leads our people to hug administration for safety of their lives. In addition, they prefer to request for Turkey’s support, to behave as Turkey wants and to obey the wishes of Turkey’s military or civil officials in the north. All of these bring about the dominance of the vision stipulating people’s support and submission, the increase of corruption, the ignorance of public wealth plunder, and the election of people standing for this system as well as others assimilated by them.

YKP tells people these truths associated with the changing demographic structure. It is realized that everyone has heard of these truths, but there is not enough increase in contribution to the struggle to change the status quo.

Determining that situation, YKP defined the elections held after 2000 as the election of Turkey’s Cyprus agency and called for boycott. The competition for being an agency will continue, therefore YKP is faced with a duty to provide a powerful choice for alternative politics by intense work through joining with the people and denying to participate in elections.

The essence of politics is the Cyprus problem, but it doesn’t seem possible to take over this policy from Turkey. YKP is ahead of every organization in struggling for pulling the Cyprus problem away from its old connections and giving it to Cypriots. It is surprising that the ones who don’t take the responsibility of the Cyprus Problem insist on discussing it. However, the truths should be realized to be surprised. For instance, UBP and DP question about CTP’s dialogue with the Greek Cypriot parties, its poor commitment to Turkey and its insufficient remarks about TRNC in their demonstrations against governments which were established by the transfer of deputies through bribery. They attack CTP, but they don’t mention that the Turkish government with its prime minister, minister of foreign affairs and deputies are the organizers of the new government, and they just talk about AKP. They clearly take place at state-within-a-state by speaking of state. They compete for being a more successful satellite or agency of Turkey.

Politics are violated. Establishing a party by stealing deputies was initiated by DP. Today, they stay one jump ahead. They stole deputies by bargaining with some institutions, caused to establish a fictitious party and made it a co-partner of the government. However, coming to the government, every party becomes richer and moves into big and luxurious party buildings. Their followers are given various awards. The old prime minister of Germany was on trial and sentenced because he accepted unlawful contribution for his party. Also, the English Prime Minister Tony Blair is still on trial because of a similar guilt. In these states, the mechanism operates spontaneously or through the pressure of civil society and in that way, the politics are cleaned. There is also a need for such mechanisms and a cleaning in the northern part of Cyprus. There is no condition for setting a healthy political environment unless the politics are cleaned and the criminals are on trial. Thus, YKP continues its struggle to clean the system and pick harmful parts out of it.

Problem of Annan Plan’s Refusal

The refusal of the Annan Plan led to additional problems among Cypriots. Although YKP said “It’s not a time of voting”, the ones insisting on voting created problems specific to Cyprus. It’s not a fault to dislike the Annan Plan. Having a universal vision, YKP accepted to approve it as a result of long discussions, yet it mustn’t be expected from everyone to show the same perception in exercising the right to say “yes” or “no” to the Annan Plan. Everyone should be assessed in terms of their ideas about establishing peace in Cyprus, not by their responses of “yes” or “no”. It is a big mistake that the “yes” and “no” parts in the Greek Cypriot side couldn’t have a dialogue among themselves and they didn’t simply discuss issues other than the Annan Plan. The refusal of the Annan Plan doesn’t imply the end of everything. From now on, a dialogue should be initiated under the supervision of UN and more importantly, necessary actions should be taken, whether under the supervision of UN or not, to diminish the conflict between the Cypriot sides. A number of issues should be discussed and agreed upon, such as taking measures to remove the control of the “motherlands”, pressing on disarming, saving people from state pressure through the enabling of the state’s transparency and rule of law. During this transition period, the ones having common views should be in solidarity with each other in the matters of keeping good relationships among people and taking steps for becoming self-reliant societies.

YKP also performed some important activities in this period:

Election campaign: From its beginning, YKP always pointed out that elections won’t be a solution as long as the conditions of occupation exist. An election is made to reflect the public will in a country. However, a reflection of free public will couldn’t be a matter of question in this country for the reasons mentioned above, and it wasn’t.

During the last 17 years, YKP has acted on an evaluation of every election within its conditions. It made use of election platforms to decipher the regime, to tell the public some truths and to announce the views of the party. However, whether it became a part of an election or not, it always stated that there was no condition for an election and a democratic election is out of question.

In this manner, since the organization of the last congress YKP boycotted general elections of February 2005, presidential elections of May 2005, by-elections and local elections of June 2006. It implied that there would be no election but an appointment because Turkish military and civil administrations continued to intervene everywhere and the number of people coming from Turkey largely exceeded the number of Cypriots, so the people should react against it.

YKP also introduced itself with slogans such as “this country is ours, not to be governed by orders”, “red passport”, “unification of Cyprus and Cypriots cannot be prevented”, “Demilitarized Nicosia”. A new slogan was added into our political dictionary with YKP’s use of a word “agency” in the last elections.

YKP deciphered the regime and shared its views sufficiently with the public in past elections. It affected society through its ideas and its slogans were accepted by the majority.

There was a need for a new arena in the last elections and it was about actively boycotting the elections. A campaign was held successfully expressing that elections are made just for assigning an agency. Calling for “boycott the elections” made an influence and became a factor of decrease in polling rates below seventy percent for the first time.

The experiences on the political stage after the elections prove again that YKP made such true declarations and warnings.

Demilitarized Nicosia Campaign: YKP stands for an agreement in Cyprus and demilitarization of the whole island. It is a necessity for Cypriots as well as regional and world peace. On the way to complete demilitarization, some steps should be taken to increase confidence between Cypriots. YKP initiated a struggle for demolishing the wall at Lokmaci Barricade with a demonstration organized before the referendum on March of 2004. The rulers seemed to dislike it and made a new, known assault of burning the party building’s door.

YKP went one step further about demilitarization on February of 2006 and initiated a campaign of “Demilitarized Nicosia”.

Lasting for more than a year, this campaign attracted great support from the society. Continuing it on the platforms of last elections, YKP kept the removal of all barriers in Lokmaci Barricade in its agenda with its allies in the southern part of Cyprus.

Like many others, one of the statements of YKP came true again with a midnight operation on March of 2007. That was the end of the rulers’ stance. YKP is honoured of another favourable result of its struggles. The struggle should continue for complete demilitarization of Nicosia and its complete opening to all Cypriots.

Campaign of Returning Varosha to Its Legal Owners: The struggle about this issue couldn’t be raised to a reasonable extent. However, our first aim is the “rehabilitation of Varosha by its original owners”. We have no doubt about the results of it.

More Crossing Points Opening: The demonstrations, which are made for more contact among Cypriots and for more crossing point openings, were given support. YKP’s views of this period are opening a crossing point at Luricina – Athienou along with the openings of Ledra Street – Lokmaci and Limniti – Pirgo – Tillirga, opening of a crossing point to Caglayan Region that also enables the passage of vehicles and opening of crossing points to other areas because of similar needs. YKP supported the demonstrations made within this concept. YKP is decisive in continuing its attempts within the policy that Cypriots will walk around freely in their country without controls, because more openings will cause Cypriots to become closer to each other and contribute to the improvement of confidence between societies.

Ledra Palace Meetings: Beginning in 1989, YKP participated in the Ledra Palace meetings organized by the Slovak Embassy held with political parties from the whole Cyprus. We have always mentioned, warned and suggested that there is a necessity for the political parties coming together here to take initiatives about many important issues and to find solutions as being real addresses of the problem. Nevertheless, nothing could be done in these meetings, except some exchange of ideas and minor social activities. However, the Ledra Palace meetings helped us to realize real intents of the political parties there. We did and will continue to participate in meetings within this framework and will try to influence political parties there.

Dialogue with Civil Society Organizations: YKP continued to be in dialogue with civil society organizations and unions in this period. It made suggestions for the ways of sharing and solving many important common problems. It made a set of suggestions to establish confidence between two societies, especially not to allow for the fuelling chauvinism. However, since the boards of civil society organisations, except some organizations, acted as CTP’s satellites or didn’t want to come out of its orbit, our suggestions couldn’t be accepted by the people and couldn’t be effective to remove chauvinist propaganda.

On December of 2006, Cypriots’ Science, Education, Health and Solidarity Association (KIBES) and London Solidarity Association held a meeting in Istanbul to resolve the Cyprus problem by setting a monitoring mechanism and gathered people from Turkish Cypriot, Greek Cypriot, Greek and Turkish institutions and political parties, as well as representatives of the German Cyprus Forum and the Australian Peace Initiative Association together and by that way, the United Cyprus Platform was established. YKP became one of its founder members.

In last two years, YKP continued to announce its views about almost every issue of the day through press releases and press conferences. It also continued to share party policies with the public through television or radio programmes where we sometimes had a chance to appear. However, most of our releases didn’t appear in the press. A policy hiding our party from the public is conducted.

Although YKP became a party of all Cypriots after a change in the statutes made in the last congress, it couldn’t fully perform organization activities and the participation of other Cypriots became very limited. The biggest problem about it is the great disappointment of the part of the Greek Cypriot society voting “yes” in the referendum. As the party of whole Cyprus and all Cypriots, YKP attempts to overcome that problem.

In this period, the most important issue in which YKP seems to be unsuccessful is organization. We should allow that the party keeps a limited number of its members active, and new member registrations are insufficient. It certainly became very difficult to participate actively in the party and struggle in these conditions of Cyprus. However, we should continue to work to join open-minded and clear people who really want peace and a united Cyprus.

Although we don’t have a separate women’s organization, women of YKP regularly join the activities of the National Mechanism for Women’s Rights established under the Republic of Cyprus’ Ministry of Justice and Public Order. They attended the working meeting held in the European Parliament on December of 2006 and had an opportunity to learn about and to be informed with the parliament’s women rights issues. On March 8th of 2007, the international woman’s day, YKP was represented in the official session held just for women in the Parliament of Republic of Cyprus.

In this period, some small scale social activities were organized where members and sympathizers of the party met each other.

In addition, educational studies and Greek language courses of the party were also held.

We made and continue to make a great effort to regularly publish the party’s Yenicag Newspaper which is our voice. The need of Yenicag Newspaper showed itself again in this period. In these days shaped with the imposition of an embargo of our releases in the media or making them incomprehensible, Yenicag Newspaper should come into more demand. However, it is obvious that our party members or sympathizers’ interest and support to Yenicag Newspaper are very low. Struggling against the regime, it is a necessity for our party to continue publishing its newspaper and it is very important to enable this continuity. Therefore, our newspaper should be made into a better, more readable and more supportable form by serious efforts in the forthcoming period.

YKP Youth

The activities of YKP Youth followed a bumpy way in the last period. Big delegations from the party participated in the European Social Forum in Athens on May 2006, the Turkish Social Forum in Istanbul on October 2006 and the BarisaRock Festival in Istanbul on August 2006. YKP continued to participate in the activities of Stop the War Coalition-Cyprus. Several activities were held in solidarity with various anti-war organizations around the world and a Cyprus part of global actions was organized. On August 2006, Beirut was visited after the cease-fire with the representatives of Turkish and Greek anti-war organizations, holding negotiations with many non-governmental organizations there. The destruction after the Israeli attack was observed. On November 2006, a two person delegation of our party participated in the International Peace Conference in Beirut. In addition, YKP Youth participated in the meetings of “Social Europe from the Perspective of Youth” organized by GUE/NGL (the European United Left / Nordic Green Left) and ENDYL (European Network of Democratic Young Left) in Paris on October 2006.

The membership in the Cyprus Youth Council and the Cyprus Youth Board were kept going and participations in the activities organized by these organizations were held. YKP youth participated with a numerous delegation in the Youth Assembly in the parliament of the Republic of Cyprus organized by the Youth Board on November 2005. YKP Youth addressed the participants from the parliament podium during the opening speeches of the Youth Assembly made after a symbolic opening of the assembly by Parliament speaker Christofias. They also took part in the committee activities and took on effective duties in the preparation of reports and resolution drafts. Besides, YKP Youth also participated in international activities held by these two organizations. Participating in a two-person Cyprus delegation, it represented Cyprus in UNESCO’s Euro-Med Youth Forum held in Cyprus on November 2006.

YKP Youth was also in some campaigns in the north of Cyprus. It was in solidarity with the students and academicians having a struggle in EMU. It initiated a campaign of “Removal of Temporary Article 10” with various youth organizations.

Bilban

We have conducted various projects with Bilban, which is a subsidiary organization of our party. In this context, pre-1974 Turkish-Greek relations were investigated in collaboration with IKME and German Social Democratic Foundation FES, which are doing similar activities in Cyprus. The interviews which were done as an extension of this investigation were published as a book in three languages.

Also in this context, information necessary for the inspiration of trust among the Cypriots through various activities such as seminars and conferences was gathered.

Meanwhile together with IKME youth camps in Pafos, Troodos and Lapta as well as various meetings and seminars for youth were organized, under the framework of bi-communal youth encounters since 1999.

Moreover, a book about the economy of Cyprus and the economic hardships of EU membership was prepared in collaboration with Intercollege.

In this period Bilban became the Cyprus constitutive non-governmental organization of ENAR (European Network Against Racism), which besides its centre, has a local organization in each EU country and which continues its autonomous activities under EU Commission. Bilban also participates in the administrative board of ENAR Cyprus which consists of 5 people.

Last Word

Our party which has been struggling under difficult conditions for the last seventeen years in this country which has been under occupation continued its struggle also in the preceding period. The last two years have been an important period for the realization of its aims. Our party has called for the protest of the people by showing that the “parliament” and other ornaments of the display window are indeed “agencies” and we have been successful in this. In this environment whereby political markets are organized, exchange within parties under the orders of Ankara take place and the platform of politics is polluted, our party has continued its honourable struggle against the regime by staying away from such intrigues.

This struggle is a long-term struggle. Just as various hardships were experienced and various prices were paid, similar difficulties expect us also in the future. But it is clear that YKP would not be allowed to leave its track and honourable attitude by degenerating and associating with the politics of system parties.

We would like to thank our members and our sympathizers from various sectors of the society as well as everyone who has supported and contributed to this tough but honourable struggle.

This tough but honourable struggle, our responsibility journey for all Cyprus and Cypriots, for all the oppressed people in our region and in the world is continuing.

YKP, which is the sole political organization of those who have not surrendered themselves to the regime, is the FUTURE.

We call for everyone who decided to revolt, to join this FUTURE.

Sooner or later the victory belongs to those who revolt and never surrender.

In the northern part of Cyprus the political movement that revolted in an organized way by saying, “This Country is ours, Not to be Governed by Orders” refusing all agency relations, is continuing its way as the party of Cyprus as a whole and all Cypriots since 1989…

Based on the ideological knowledge and a tradition of political struggles,

— against a regime supported by the military and civilian bureaucrats of the Republic of Turkey and for a united Cyprus with no borders and soldiers;

— for a democratic, participatory, libertarian and egalitarian socialism, against any kind of militarist, fundamentalist, chauvinist and discriminatory conceptions;

— by the side of women, environment, homosexuals, oppressed, minorities, working people, youth, against fascism, wars of division, imperialism, homophobia, Islamophobia, anti-Semitism and all other otherness ideologies;

— together with global resisters, for free and good quality education and health services, against the global aggression called neo-liberalism, which makes everything a commodity , irrespective of public interests, left at the mercy of free market;

— renouncing the occupations on the island, being a member of the agency, as well as being part of the decorations of the display window, for the unification of all Cyprus and Cypriots,

g What does the New Cyprus Party think and want

For us, the members, sympathizers and friends of the New Cyprus Party, revolutionarism, peace, democracy, opposition to imperialism, colonialism and fascism, siding with labour, anti-militarism, anti-chauvinism, respect for international law and basic human rights, support for the protection of nature and environment as they are the common wealth of all humanity are indispensable ideals. And we were struggling for them yesterday, we are struggling for them today and we will be struggling for them tomorrow…

As the only political party in the northern part of Cyprus that celebrated the membership of Cyprus Republic to the EU, European Union is neither an achieved target nor an ultimate one for us. As the New Cyprus Party we refuse a Europe which follows neo-liberal policies and whose borders are closed. We want another Europe. Therefore, together with socialists in Europe we are re-defining another Europe. We want a Europe that adopts a model that is socially and politically alternative to capitalism. In such a Europe, policies autonomous from the US hegemony can be produced. We demand a Europe which actively opposes militarism and wars and defends peace militantly. Our wish is a Europe which defends a sustainable development all around the world, which struggles actively against poverty, which stands for just distribution and which, through international solidarity, participates in the peace, democracy and equality struggle of all people in the world. And we believe that if we unite, another Europe is possible…

As the New Cyprus Party, when we were renouncing the present situation in Cyprus, we have not decided on our choices as choosing between the lesser of the two evils. We have been continuing our struggle for a common homeland, whereby all people would live humanely, after all these pains of internal conflicts, occupation, BEY administrations (expression of Turkish Cypriot administration prior to 1974, dominated by the army and the Turkish Embassy), by demanding peace and justice for everyone, as well as freedom and equality simultaneously. In this struggle numbers of bombings, sabotages, direct and indirect threats have not succeeded in stopping us. YKP today supports that the unification of Cyprus and Cypriots can not be hindered, and it struggles for the conditions to advance this aim.

Real power shall come with YKP

The New Cyprus Party does not approve the situation we are led to. This is not our destiny. Getting rid of this situation immediately is a necessity in order to survive. Therefore it is necessary for those who renounce this situation to stand up, revolt and join the struggle for the real power of the people. It is clear that this struggle can not be carried on with those who have surrendered to Turkey and got stuck in the swamp of militarism and chauvinism. Those who can not even be government and who do not even struggle for it can not be power either. There is only one alternative left for this. And it is the New Cyprus Party.

The real power which is the people’s power where the word, authority and decision will be the people shall come with the New Cyprus Party…

Real power does not transfer its authority

Real power indicates the power that can use the authorities of modern administration. This means:

The military is under its command. The police are under the Ministry of Interior. If there are foreign soldiers, their routines are to be determined and they can not act otherwise without informing and approval;

To stamp money, to arrange the volume of currency, to regulate the interest rates and to assign the director of the central bank money volume are its tasks;

Determination of educational policies, possession of the foundations, and assessing the investments are its tasks;

Foreign policy, coast guarding, foreign security, marine living space, air space and sea room are under its command;

To sign international conventions and to assign citizenship or not are under its own authority;

An administration, claiming that another administration is supporting it, does not abandon or reject these at any time.

g Soliciting the administration and/or power, problem of alliance

The New Cyprus Party as stated in its program takes decisions by evaluating each and every condition within its own condition, without any initial rejections. The New Cyprus Party, therefore, decides by discussing in all its organs, the conditions that the elections will bring about, the struggle during election period and who to join forces with, through concrete analysis of the situation. If the New Cyprus Party decides to participate in the elections in an alliance, it shall be based on some values it has been supporting for years as its foundation. The bases for such an alliance should be:

1- The unification of Cyprus and Cypriots

2- To abrogate every kind of interventions of the Republic of Turkey in all fields and to constitute the real power of the people.

The New Cyprus Party envisages doing the following in order to achieve these basic principles:

A- To take initiative in the resolution of the Cyprus problem and to open up the way to the solution;

  1. A territorially integrated federal Cyprus that is based on the internationally accepted UN decisions and UN resolution plans that have in certain times been brought on the agenda,
  2. And at the same time, with the awareness that the present “local administration” shall be the federate wing of the federal state to be founded,

Cyprus Policy should be determined independently, with the contribution of Turkey, rather than its order.

B- In order to eliminate every kind of intervention by Republic of Turkey in all spheres and to establish the real power of people:

a)     Things to do until the elections

b)     Things to do within the first 100 days in case of participation in the government

a) Things to do until the elections;

To do what is to be done in order to be able to call the elections “a just election” in terms of enabling the free functioning of political parties;

a.   The definition of the state as “national” and imposotion of such a policy shall be prevented,

  1. Disinformation shall be criminalized and its penalty and by whom it shall be monitored shall be defined,
  2. The practice which prohibits the officiating of prosecutors without the approval of general attorney should be changed legally and they shall be allowed to monitor this prohibition,
  3. For the prosecutors to serve their task, a department inside police should be created and enabled,
  4. The party and election laws should be amended and they should be regulated so that the financial aids can be monitored,
  5. Propaganda for, or against parties in schools and educational institutions should be prohibited and the functions of parties should be publicly introduced,
  6. The situation of voters and the population that was multiplied through the transfers from Turkey in order to prevent the reflection of Cypriots’ will and to maintain a structure under their control should be re-assessed. The entire population structure should be revealed by international observers and transparent methods, using the records of the Republic of Cyprus and the voters should be determined in consideration of international conventions. (Keeping in mind that the population at issue was not a result of immigration as in the case of Germany or other countries, but rather the majority of this population, up to 80 percent, was the result of a deliberate transfer to an occupied country in order to change its demographical configuration. To accept this population and their citizenships which are against Geneva Convention and international law and to give consent to the voting right for this population with an explanation that they were born here, etc. is not possible. If this country is ours and if we are the Cypriots as a whole, we shall decide together after the resolution, as to who shall be citizens and who shall vote in this country. Moreover, we shall remember that one of the main reasons why the infrastructure, schools, hospitals, roads, etc. which is for a certain populace does not suffice today is the fact that they can not meet the requirements for such a high population.)
  • After these works have been done, in case conditions for a just election are not achieved, the elections shall be boycotted and the struggle shall continue on the streets.
  • If these conditions are achieved, “we shall proceed to the election together with the demand for the real power of the people, in order to realize the following changes, and in case of serving in the government, the following changes shall be tried to be realized within the first 100 days. In case they can not be realized then we shall resign and the struggle shall continue on the streets.

b) Things to do within the first 100 days in case of participation in the government

1. In order to reconstitute the trust among Cypriots which is about to disappear

  1. Prohibition of chauvinism in every sphere,
  2. The distancing of close contact lines of soldiers on the Green Line, and in this context, enabling of all Cypriots to live together by demilitarization of inside the walled Nicosia as a first step; the return of property including Varosha and the improvement and housing of the buffer zone,
  3. Properties belonging to the Cypriot Greeks, Armenians and Maronites must stop to be divided into plots and allocated and sold to foreigners,
  4. Construction to be allowed on properties belonging to Cypriot Greeks, Armenians and Maronites only for family needs or equivalent until the end of the problem,
  5. With international collaboration and support putting down the constructions, which have been started by foreign or local companies intended entirely for foreign market, but most of which are unhealthy and illegal, and which because of some fraud remained unsold and unfinished, without any or with inadequate infrastructure such as electricity and water and which since constructed on mountains and hills and in valleys destroyed the natural vegetation and afforesting those areas,
  6. Increasing the crossing points to a maximum level and mitigating the inconveniences at these crossing points so that the Cypriots can meet more easily and more frequently.

2. The intervention of the military in civilian affairs shall be terminated. For this:

  1. The military should be sent back to the military camps and the issues defined in Annan Plan as the rules that the army in a foreign country should normally obey are to be realized,
  2. The deep state should be cleaned up and a team responsible for this shall be formed inside the police,
  3. Turkish government should be notified that the deep state is not allowed,
  4. Closing the Public Relations department of the Army ,
  5. Civil Defense Organization (salvation) and the key staff should be civilians and local,
  6. Mandatory military service should be abolished,
  7. All the secret and overt claims in regulations that give priority and special authorization to the military should be terminated and all the necessary civilian legal arrangements shall be made.

3. Public administration shall be made transparent and the influence of parties shall be eradicated. For this the following shall be realized:

  1. The constitution of reform criteria which will function during the reform process for the public reform which includes qualification, accountability, transparency, responsibility, accomplishment indicators, comprehensive work definitions and standard time applications,
  2. Completion and putting into practice of the public reform, and collaboration with UK for this aim,
  3. Issuing the annual program of every organization, as well as the implementation results at the end of each year for monitoring,
  4. Abolishment of the triple decree, except for undersecretaries and ministry directorates. The employment of past undersecretaries.

4. Relations with Ankara shall be normalized. For this

  1. Republic of Turkey’s Embassy shall be brought to the level of the Cypriot delegation in Ankara and more staff that are Republic of Turkey citizens shall not be allowed to serve in Cyprus. Vehicles with BE car plates shall not be allowed,
  2. Republic of Turkey’s Aid Commission shall be closed,
  3. Projects shall be prepared and presented to Republic of Turkey and the required conditions to finance the project shall be negotiated, ,
  4. Republic of Turkey – “TRNC” social and economic protocols shall be invalidated,
  5. Other protocols shall be re-examined and the inequalities shall be ceased,
  6. Workforce protocol shall be changed to provide labourer pre determined,
  7. The branch of so-called Special Warfare Department shall be closed down,
  8. Necessary work shall be done to ask for collaboration concerning “unknown murderers”.

5. For the civilian rule and democratization to take place all necessary actions shall be realized for:

  1. Making visible the slogan “Arms should surrender to the civilian” in all spheres of life,
  2. Realization of becoming civil not on the appearance but in the minds,
  3. Recovering the NGO’s from being GO,
  4. Enabling the people to say their word and participate in decision-making procedures in issues that directly affect their lives through mini-referendums,
  5. Re-organization of protocols,
  6. Dissolving of the institutions such as the Coordination Council,
  7. Organization of the army and police under civilian rule,
  8. Having Cypriot personnel at the Central Bank, transition to a stable currency.

g More struggle for demilitarization

In the process that would lead to resolution demilitarization and the allocation of the demilitarized regions to housing is very important in short term for bi-communal relations. The return of the Varosha people and Maronites and the revitalization of buffer zone shall give a fresh impetus to the resolution process in short-terms. Therefore it shall be quite significant for the New Cyprus Party to continue its short-term propositions starting with demilitarized Nicosia in the future by developing them.

Our short-term demilitarization proposals in the road leading to full demilitarization

The armament on Cyprus island, cease-fire situation and the situation of armed forces on the island requires ‘anti –military” arrangements.

The demilitarization of the island as an ultimate target, shall involve a period of 20 years, as predicted in the most recent UN plan.

Under these circumstances in the process leading to the resolution the demands of Cypriots for security, civilian rule and democratization contradict with military solutions and requirements. Moreover, especially the military zones within the city are a serious obstacle for the modern planning of Nicosia.

The dividing line and the buffer zone that comprise three percent of the island can not be used because of the position of the armed forces.

The buildings in the buffer zone of Nicosia, which are of historical and cultural value, are facing an irreversible process in case of their destruction.

Under these conditions although the two-sides had many oppositions to various items in the latest Annan Plan and despite certain technical details, it is a fact that principally they both accept the demilitarization process.

Under these circumstances it is part of our duty:

1-         To stop the entry of new weapons to the island and enable its active control,

2-         Demilitarization of within the walled Nicosia immediately, the entire Nicosia as soon as possible,

3-         The distancing of military forces (de confrontation) in the buffer zone from each other, as a main aim pulling the forces in the north at a distance equivalent to the forces in the south,

4-         Demilitarization of Varosha immediately and its allocation to housing based on trust-building measure within the 1992 Ghali Set of Ideas,

5-         Making necessary arrangements as also anticipated in the Annan Plan, so that Maronites return their prior to 1974 settlements and demilitarization of these settlements,

6-         Initiation of the required operations to dissolve the Turkish Cypriot and Greek Cypriot Armies as anticipated also in Annan Plan,

7-         Making an agenda for withdrawal of the foreign armed forces and immediately starting the necessary work for its implementation

8-         Since the implementation of the provisions in Annan Plan would contribute to the solution process for the foreign armed forces that would remain on the island to leave their camps, continue the struggle on this line.

g Politics on the side of Labour against neo liberal policies

In the northern part of Cyprus IMF and World Bank experts started patrolling around and their imposition of economic and social packages comprising of neo-liberal measures, with the help of Turkish bureaucrats accelerated recently.

The opening up of the energy, water, telecommunication services, health, education and transportation under free market conditions rules to the “private entrepreneurs” based on the agenda of World Trade Organization and the reorganization of competition rules accordingly has been confronted with the contestation of those struggling for labor for many years. However, in the northern part of Cyprus they have given the outsourcing of this task to a party which defines itself as left-wing.

Although it was the past and the present government itself that has destroyed the social security, by passing a new law without punishment for the plunder, they are once again trying to make the workers pay the bill. Struggling against this new system whereby various social rights are cut, and rights would be reduced despite the increase in contributions and investments, is crucial. The New Cyprus Party is to enhance the struggle against the “trade-union bosses” (sendika agasi) if necessary in order to prevent the enactment of this bill.

Water is life and it can not be sold. However, they first completed the privatization in water, the profit from water must have whetted their appetite so much that now they are trying to privatize the service water through build-operate- (don’t) transfer method. The consequences of privatizing the water have been observed all around the world and various social movements have developed against making water a commodity. For this, the most significant example is Bolivia. The leader of the social movement which started as an opposition to the privatization of water in Bolivia is today the president of Bolivia. Therefore, it is also important to develop such understanding also in Cyprus.

Whereas free and high-quality health service is a basic human right they have also destroyed this in many aspects. They have privatized health services by outsourcing various services within the hospitals, they are gambling with our health. At the moment rather than the principle of “free health”, the principle of “health only if you have money” is becoming commonplace. Although “free education” is also in their laws, they have caused the privatization of education by either destroying the current educational system or allowing it to be destroyed.

Free and high quality education and health is a right and the struggle to regain it is inevitable. In this aim, first awareness is to be raised, and a struggle is to be fought against the commodity-based mentality such as “customer satisfaction” or private sector does it better”.

These attacks for turning this market into an “equal competition arena for everyone” including the global sharks through making everything a commodity are neither new nor specific to this locality. On the other hand, the struggle continues throughout the world.

Together with global resisters, we have carried on the struggle for a labour-oriented, humanely, just and free life against the global attack. And since the upcoming period is to be tougher, a more determined and militant struggle is waiting ahead of us.

g We are not alone in the world

In the northern part of Cyprus the environmental destruction is obvious. We have destroyed the nature, polluted the land and the underground. Because of economical reasons we have not touched the sea so far but in the near future the sea is at stake, too…

We have not respected the biological diversity and created the conditions for the extinction of hundreds of organisms specific to Cyprus.

We have made our own contribution to the global warming that was created because of multinational corporations and the states that allow them. We have contributed to the production of carbon dioxide by ignoring the alternative energy and by building mobile power stations harmful to the environment next to semi-functioning power plants. By overlooking public transportation we have considered having 2 cars in every household as a sign of prosperity and thus have contributed to the carbon dioxide production. As governments have to resign because of highway construction, we have augmented our contribution with the unnecessary highways that were built just to show off.

The nature has not forgiven us, and it will not forgive us … We are not alone in the world and as long as we do not act in consideration of this fact, the life of future generations shall be under further threats…

g New term is the term for militant struggle, revitalization and renewal

The upcoming period for the New Cyprus Party shall be a period of renewal and regeneration. As New Cyprus Party, by rejuvenating the party members, utilizing the dynamism of the youth, it shall at the same time try to propagate its vision against the regime and advance its struggle with the help of the knowledge and experience of its experienced members. …

The upcoming period shall also be a period of further organizing and struggle. The New Cyprus Party, as the unique alternative for the labour, the environmentalists, women, global resisters, youth, for those who refuse to be governed by order, those in quest for a new politics and those who wish for the re-unification of Cyprus, is to be able to act accordingly. The New Cyprus Party, which, against the discourse of defeatism and despair raised by various sectors, by refusing to be governed by order, from the outset onwards claims that “this country is ours, we shall rule”, repeats the hope carried from the past until today: One day for sure, if not today or tomorrow

Congress Resolution 2

We refuse the transfer of population and the distribution of citizenship that will pave the way for the elimination of Cypriots

Turkey which has intervened with the claim of re-establishing the Constitutional Order in Cyprus that was interrupted in 1974, has showed its real intention in a short time and by invading the northern part of the island in order to maintain its own interests, has instituted a dependent structure. And in violation of Geneva Conventions, it has started to transfer populace and assign citizenships so that this structure does not go out of its control in the future.

Today the population transferred from Turkey is a lot more than the Cypriot population. Similarly the Cypriots have also become a minority in terms of citizenship.

This situation has not only shattered the infrastructure (schools, hospitals, roads, water, electricity, etc.) of the country, but also led to the Cypriots being minority in their own homeland.

As YKP defends the residence and employment rights of people in wherever they want, without any discrimination of religion, language, race and gender, YKP also emphasizes that local people of the country should safeguard their centuries-long existent culture. Moreover, it also underlines the fact that people have the rights to live in a country under a legal framework and in required numbers and for a certain contractual duration.

No country in the world has assigned citizenship 3 and 4 times more than its own populace.

In this context, YKP renounces the population transferred to northern part of Cyprus and the allocation of citizenships, as a result of an intentional operation to overthrow the command of Cypriots. The decision as to who shall be citizens is to be given by the real owners of this country on account of a solution of Cyprus problem.

Congress Resolution 3

First step in the demilitarization of the entire island: “Demilitarized Nicosia”

The prospect of humanity has always been formed in peaceful and productive environments. Wars and militarism are a destruction of this. The concept of army which should have never been considered for the development of humanity is presented by the ruling classes with an indispensable sense of high priority. The military entities that perceive themselves as a privileged sector within the society intervene in social developments.

YKP is against the intervention of the military in social life. YKP holds the view that the arms should obey the civilians and it struggles for this aim.

In this context, a total demilitarization of our island is essential for the regional and world peace. It is time to make the first step towards demilitarization in Nicosia and the realization of “a demilitarized Nicosia”

For more than a year YKP is continuing its “demilitarized Nicosia” campaign. The campaign has been embraced by the masses. A “demilitarized Nicosia” is inevitable for a more convenient and peaceful reunification of Cypriots, without the need of a midnight operation again. They will not be able to escape.

YKP, once again emphasizes its determination to keep on the decisive and persistent struggle to achieve the initiated campaigns.

Defending the environment is possible through struggling against capitalism

The world is faced with an environmental disaster. Human beings are an integral part of the life on earth. Nevertheless, “people” mutilate the world only for themselves and cause the destruction of the natural life massively. With their life-style they cause the release of gas which indisputably triggers climate changes by leading to green house effect for a luxurious life the benefit of which is controversial. In order to find a remedy for this it is necessary to turn the world into a group of more effective states of high control capacity, rather than a less effective powerless group of states. Yet, this would also not suffice; an international power is needed to discipline this wild capitalism. Because various states refuse such a control by claiming that it is benefit for their country.

When it is stated that “exhaust gases are to be decreased”, they reply as “My industry does not allow this”, and when it is said that “do not use backward technology”, they reply as “the advanced industrial countries developed with the old technology, but now they try to deprive us from using them but we do not have such capital, we cannot buy new technologies them.

When “A more secure transportation on sea” is said they reply as “this is all we can do, we do not have more control-power.

They do not perform the obligations, even if they have passed their approval.

These are not things that can be accomplished with deficient states that claim ”freer trade and more profit” and de-regulation.

The future of humanity is socialism. A serious change cannot be brought about unless the vast majority experiences the transition to socialism and the world reaches some effective international institutions. The world cannot wait anymore. The poles are alarming. Ozone layer is alarming. The countries under the threat of desertification are alarming. Sahara has approached the Mediterranean Sea. The lands have been changed for people and they have turned into agricultural fields whereby a few species of animals are fed so that they become prey for human beings. The bird breeds are dying away because of the chemicals used in agriculture and even in Cyprus it has become difficult to hear the birds sing.

An efficient system of government which controls the capital and disciplines it with state and public capital is to be the dominant model and this system is nothing other than socialism.

Congress Resolution 5

Environment and the nature shall be defended

It is inconceivable that even in this small country exhaust gas is released more than in industrial countries. Everyone knows that the quantity of cars can be reduced by public transportation. It is possible to make special roads for bicycles and travel and do sports at the same time. The number of dead streets can be reduced by integrating the crossroads and opening up the military zones. It should be decided that construction is not allowed in areas where the infrastructure has not been completed and no public service would be provided to such areas as well as their connection to public roads is not allowed. Dispersed settlements in suburbs would also not be allowed. In this context, the usage of vehicles should be limited and vehicles that release less gas are to be used.

Those who allow for settlements everywhere are destroying the rural areas. The new roads that are constructed disregarding the needs not only pollute the environment but also change the geographical makeup.

This situation causes environmental disaster as well as leading to political problems. The long electricity, water, postal, road and other extra public services costs in the budget due to the people’s luxurious settlement lust, should be ceased. Those who wish to make constructions in such places consider any kind of control as a factor of trivialization of their property’s value, with the allegation of property rights and claim for constitutional challenge. Yet such supplying services to them are not public obligations. It is the task of the parliament, government and the local government to decide where to provide what type of service, in consideration of the public interest.

The new road constructions are to be stopped, projects are to be prepared for these works and the bids are to be opened not in Ankara but in Nicosia, the future works are to be executed in accordance with the Environmental Impact Evaluation reports based on international standards.

Congress Resolution 6

Local governments should be re-organized in a modern way

Local governments come into existence under the rules that determine the boundaries between urban and rural areas in the constitution and establish limits of authority for the control of seafront; and they shall execute their charges with such a consciousness. However, there are those who wallow in the mud of populism, with the claim to leave “no place which is not a municipality”. The municipalities should stay in the cities. Their boundaries are to be appointed in accordance with the Constitutional authority and control. The position of mukhtars (village authorities) should not be undervalued because they are not less functional than the municipalities. As the boundaries of municipalities expand, there won’t be protected coasts anymore. The rural areas are being destroyed. It is possible to provide the same services as the residential centers to suburbs without changing the municipal boundaries. The services can be provided to the villages with the recently learned methods. Since the construction on the coasts is subject to looser codes of the constitution, the municipal boundaries have been expanded and the coasts have been opened up to plundering.

There is a need for the withdrawal of the municipal boundaries towards dense settlements, rather than their expansion.
